TECHNICAL RAIL ADVISOR SERVICES
PROJECT MANAGEMENT
Leading and hands on involvement in the strategic and operational aspects of planning, procuring and delivering major rail infrastructure projects in compliance with all client protocols.
Development of plans and updating as projects progress through gateway processes. Drafting of Scopes of Works and Technical Criteria. Preparation of reports.
Leading and managing internal SME, consultants and contractors. Ensuring all client project management, procurement, contract management, safety, governance and assurance processes are adhered to.
Manage and report project risks and issues. Includes preparation of risk registers and communication of hazards with Risk BowTies.
Identification of owner's team project team resources requirements. Leading and inspiring the owner's team.
Procurement, transaction and commercial/contract management services.
Preparation and updating of detailed Primavera P6 schedules that are resource and cost loaded for planning, coordination, status monitoring. cash flow forecasting and reporting purposes. Includes earned value management.
Budget development, Total Outturn Cost estimating, cash flow forecasting and financial reporting.
Internal and external stakeholder engagement, facilitating/chairing workshops, negotiation, collaboration, driving agreements, and, representation on behalf of the client.
Preparation of briefing papers and presentations.
RAIL PLANNING
Development of financially, technically and operationally feasible brownfield and or greenfield site projects.
Identification of strategic rail corridors and potential infrastructure options for further investigation. Managing development through stage gates.
Preparing business cases including Total Outturn Cost, detailed financial models, tangible and non tangible benefits, and, financial and economic evaluations (each comprising cost benefit ratio, and Net Present Value).
ENGINEERING MANAGEMENT
Leading, contributing to, and overseeing the completion of:

Business Requirements Specification and System Requirements Specification;

facilitating value engineering activities that consider whole of life cost and Reliability, Availability, Maintainability, and Safety of new and modified assets delivered by projects;

early identification of technical risks and mitigation;
-
multi-disciplinary design development and integration through stage gates including performing design package reviews and collating and close-out of SME comments including those of operators and maintainers;
-
site investigations such as survey, geotechnical and contamination;
-
systems engineering verification and validation;
-
systems and safety assurance activities and reporting including human factors and or Independent Safety Assessor or similar;
-
digital engineering and information management;
-
preparation of technical reports;
-
supporting Maintenance Requirements Analysis and the development of Technical Maintenance Plans; and,
-
supporting business case preparation, procurement, planning and delivery through to asset handover.
DELIVERY
Project services facilitating successful procurement, contract management, construction, testing, commissioning and handover any construction management.
